Chat commands for gs_racing.

/racingtablet | Players | Opens GS Racing when Config.TabletCommand is set (e.g. 'racingtablet') |
/racingtablet_close | Players | Closes the standalone tablet NUI |
/racecancel | Players | Cancels an active track creator session |
/racingseasonwipe | Admins | Force a seasonal standings wipe when Config.SeasonalStandings.enabled |
Config.TabletCommand = false disables the open command. Item and LB apps still work.
